Requests the Attorney General to review the guardianship process for hospital patients waitlisted for post-acute care and work with the Healthcare Association of Hawaii to develop an expedited process.

Identifies that current guardianship determinations can take up to 60 days for non-urgent cases, plus up to 3 additional weeks for public guardian assignment, keeping patients in costly acute care settings.

Notes that the existing emergency guardianship process is limited to medical emergencies and does not cover discharge planning arrangements.

Directs the Attorney General to initiate changes without requiring legislative amendments where possible.

Requires the Attorney General to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days prior to the 2011 Regular Session.
