Urges the Department of Education to establish long-range master plans for each school to address facilities maintenance, management, and capital improvement issues consistently across the school system.

Requests the Department of Education develop a program for regular maintenance and major repairs at schools with assistance from appropriate design professionals.

Directs consideration of specific planning factors including a 25-year maintenance and capital improvement plan, life cycle costing, economies of scale, job order inventory contracting, best value procurement, coordination with existing maintenance programs, and uniform investigation and reporting.

Requires the Department of Education to submit a status report on the long-range master plans to the Legislature no later than 20 days before the 2011 Regular Session convenes.

Transmits certified copies to the Governor, Board of Education Chairperson, and Superintendent of Education.
