Requests the Historic Preservation Division of the Department of Land and Natural Resources to approve replacing the reflecting ponds surrounding the State Capitol with a native plant garden with explanatory signs.

Directs the Department of Accounting and General Services to develop and implement a plan for the replacement project once required approvals are obtained.

Cites operational problems with the existing ponds including water leaks into the Capitol building, algae growth requiring three janitors working ten half-days per month, and annual maintenance costs exceeding $50,000.

Requires the departments to seek approvals from the City and County of Honolulu's Department of Planning and Permitting, the National Register of Historic Places, and other appropriate agencies before implementation.

Mandates that both departments report to the Legislature on project progress no later than twenty days before each regular legislative session until completion.
