University of Hawaii Economic Research Organization requested to conduct economic analysis of state budget cuts affecting the Department of Health's early intervention services for children and toddlers program and the Department of Human Services' adult protective services program.

Analysis must include budget reduction amounts and percentages for fiscal years 2009-2010 and 2010-2011, employee wage and benefit losses, costs to contract providers, and emergency health service costs resulting from reduced services.

Legislative Reference Bureau requested to prepare separate report compiling available information on budget cut impacts, including employee numbers before and after cuts, services provided, number of persons served, and estimates of lost federal and non-state funding.

Directors of Health and Human Services must fully cooperate and provide all requested information to both the University of Hawaii Economic Research Organization and Legislative Reference Bureau.

Both organizations must submit their respective reports to the Legislature no later than twenty days before the convening of the Regular Session of 2011.
