Requests the National Disaster Preparedness Training Center at the University of Hawaii at Manoa to conduct a study evaluating the Hawaii State Civil Defense Division's response to the February 27, 2010 tsunami warning.

Directs the Center to review the percentage of operating emergency sirens that properly alerted residents and evaluate the availability and accessibility of public information on the tsunami threat and shelter locations.

Requires evaluation of evacuation procedures, road closures, transportation logistics, emergency personnel availability, and public utilities' responses to the tsunami warning.

Mandates the Center to review coordination and execution of emergency response plans by local and state authorities and consider improvements to future disaster preparedness that minimize costs while protecting residents, visitors, and critical infrastructure.

Requires the Center to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2011 Regular Session convenes.
