Requests the Department of Land and Natural Resources to amend administrative rules (section 13-146-2, Hawaii Administrative Rules) that define camping based on possession of "camping paraphernalia" between one hour after sunset and sunrise.

Seeks to establish a clear distinction between camping and fishing to prevent fishermen using tents and sleeping bags for weather protection from being cited for illegal camping.

Addresses disproportionate impact on Native Hawaiian fishermen at Keawaula and Kaena beaches on Oahu's west and north shores who use protective gear against gusty wind, rain, and pounding surf at night.

Requests amended rules that regulate camping while not adversely affecting other park uses including fishing, and allow fishermen to protect themselves from the elements while maintaining public safety.

Directs transmission of certified copies to the Governor and Chairperson of the Board of Land and Natural Resources.
