Requests the Department of Business, Economic Development, and Tourism to provide information to the legislature on cell towers in Hawaii, including federal, state, and county laws and regulations governing their location, construction, and operation.

Directs the department to report on the types of services provided by cell towers and the area of service coverage that towers provide.

Requires the department to submit findings and recommendations no later than 20 days before the convening of the 2011 Regular Legislative Session.

Addresses concerns about cell tower placement in residential areas, health hazards from microwave transmission, aesthetic impacts on ocean and mountain views, and the need for wireless coverage in remote neighbor island locations.
