Request the Department of Public Safety and Hawaii Paroling Authority to identify up to 500 non-violent inmates for alternative programs.

Eligible inmates could participate in day reporting centers, be monitored through 24-hour/seven days a week GPS electronic monitoring, or be included in extended work furlough programs.

Eligible inmates could also qualify for early release programs.

The Drug Policy Forum of Hawaii and Community Alliance on Prisons supported the resolution; the Department of Public Safety and Hawaii Paroling Authority opposed it.

The House Committee on Public Safety recommended adoption of the concurrent resolution.
