Request the Hawaii Community Development Authority and City and County of Honolulu to conduct separate examinations and submit reports on preparatory steps necessary to transfer jurisdiction of the Kakaako district to the City and County of Honolulu

Require the Hawaii Community Development Authority to include in its report potential barriers, concerns, requirements, and conditions for relinquishing jurisdiction, assuming prior agreements and permits remain unaffected by the transfer

Require the City and County of Honolulu to include in its report potential barriers, concerns, requirements, and conditions for accepting jurisdiction transfer from the State, assuming prior agreements and permits remain unaffected

Direct both entities to submit reports to the Legislature, including any necessary proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2011

Transmit certified copies to the Governor, Executive Director of the Hawaii Community Development Authority, and Mayor of the City and County of Honolulu
