Requests the Republic of Turkey to uphold religious and human rights, cease discrimination against the Ecumenical Patriarchate, and grant it appropriate ecumenical recognition and ecclesiastic succession.

Calls on Turkey to allow the Ecumenical Patriarch to train clergy of all nationalities and to respect the Patriarchate's property, human rights, and religious rights.

Highlights that Turkey closed the Theological School on the island of Halki in 1971 and continues to restrict Ecumenical Patriarch candidates to Turkish nationals only, limiting the congregation to fewer than 2,000 members.

Notes that Turkey does not recognize the Ecumenical Patriarchate as a legal entity, allowing confiscation of its properties and imposition of high taxes on charitable institutions.

Directs transmission of certified copies to the President of the United States, the U.S. Ambassador to Turkey, Turkey's Ambassador to the United States, and Hawaii's congressional delegation.
