Requests University of Hawaii Institute for Astronomy to submit written report to State Auditor and Legislature within 14 days detailing viewing time and financial arrangements for Mauna Kea telescope facilities since 1968.

Requires report to include total viewing time provided to UH entities, financial value of viewing time for each facility, all benefits received (viewing time, financial, in-kind exchanges), and copies of all contracts and use agreements since 1968.

Directs State Auditor to review the submitted report and provide findings and recommendations to Legislature within 30 days of receipt.

Highlights concern that Yale University paid $12 million to William M. Keck Foundation for 15 observing nights over 10 years ($80,000 per night), while UH entities allegedly received sub-leases at nominal $1 per year rates.

Notes Mauna Kea summit lands are public trust lands designated as conservation district in 1961, leased to UH Institute for Astronomy in 1968 on 65-year term at $1 annual rent.
