Requests the State Auditor to conduct a sunrise review of proposed legislation (Senate Bill No. 2601, S.D. 1) that would establish occupational registration requirements for certified athletic trainers in Hawaii.

Cites the need for public protection given that certified athletic trainers work with athletes as young as 12 years old and are among the few health care professionals in Hawaii without occupational registration.

Notes that Hawaii currently has 165 certified athletic trainers credentialed by the National Athletic Trainers' Association Board of Certification, with an accredited training program at the University of Hawaii-Manoa.

Requires the Auditor to submit findings, recommendations, and any proposed amendments to the Legislature no later than 20 days before the convening of the 2011 Regular Session.

Identifies public safety concerns related to unqualified persons misrepresenting themselves as "trainers" and the lack of a mechanism to report and remedy malpractice or ethical violations by athletic trainers.
