Encourage the United States and State of Hawaii to conduct cultural, educational, and sports exchanges with North Korea, including collaboration with local institutions and organizations.

Recommend cooperation between the State of Hawaii, University of Hawaii, Spark M. Matsunaga Institute for Peace and Conflict Resolution, East-West Center, and State Foundation on Culture and the Arts to implement these exchanges.

Cite North Korea's economic openness since 2002, including foreign investment and establishment of the Pyongyang Business School, as evidence the country may be receptive to international engagement.

Reference historical Korean immigration to Hawaii beginning in 1902-1903 and the 2000 North-South Korean Joint Declaration on peaceful reunification as context for fostering diplomatic relations.

Direct transmission of certified copies to the President, Secretary of State, Hawaii's congressional delegation, Governor, and heads of participating institutions and organizations.
