Hawaii Legislature requests U.S. Congress pass a constitutional amendment requiring a balanced federal budget.

Resolution cites projected national debt of more than $14 trillion at the end of fiscal year 2011, equating to approximately $46,000 per individual citizen and $184,000 per family of four.

States that federal deficit results partly from government duplication of state programs in violation of the Tenth Amendment, and that most states already have constitutional balanced budget requirements.

Asserts that federal entitlements including Medicare, Medicaid, and Social Security have unfunded future liabilities that will cause insolvency.

Directs certified copies of the resolution be transmitted to the President of the United States and all members of Congress.
