Approves fee simple sale of non-ceded lands held by the University of Hawaii in Kapolei, Hawaii, notwithstanding the procedural requirements of Act 176 (Session Laws of Hawaii 2009)

Authorizes University of Hawaii to sell adjoining lands around the proposed Kapolei campus to raise construction funds needed to meet conditions of the original Campbell Estate donation

Campbell Estate donation required construction of a campus accommodating at least 2,750 students with construction beginning by December 31, 2011, or lands would revert to the Estate

Addresses unintended operational difficulties created by Act 176, which requires prior legislative approval to sell state-owned lands in fee simple and applies to University of Hawaii holdings

Directs transmission of certified copies of the concurrent resolution to the Chairperson of the Board of Regents and President of the University of Hawaii
