Request the Department of Land and Natural Resources (DLNR) and County of Hawaii to provide a report and supporting documentation for transferring the Mauna Kea State Recreation Area (20.5 acres) and Hapuna Beach State Recreation Area (61.8 acres) to the County of Hawaii.

Require the report to include a resource management plan describing how the County will provide financial and administrative resources to manage conservation districts, hunting areas, and other resources.

Require a draft memorandum of understanding between DLNR and the County of Hawaii to delineate the transfer of responsibilities between the government entities.

Direct the County of Hawaii to submit the report and supporting documentation to the Legislature no later than twenty days before the convening of the 2011 Regular Session.

Cite DLNR's fiscal constraints and deferred maintenance as rationale for the potential transfer and acknowledge mutual interest from both entities in cooperation.
