Urges the Board of Naturopathic Medicine to adopt rules allowing naturopathic physicians licensed before January 1, 2010, to perform parenteral therapeutics (intramuscular, subcutaneous, and intravenous injections).

Requests the Attorney General, Director of Commerce and Consumer Affairs, and Board Chairperson remove restrictive language from the naturopathic formulary that prohibits injectable forms of substances.

Directs amendment of the naturopathic formulary to include prescription, administration, and dispensation of injectable naturopathic formulary items.

Asserts that injection constitutes a natural procedure consistent with naturopathic medicine practice and that licensed practitioners received education and examination in parenteral therapeutics.

Contends that Act 22 (2009) created a health care crisis by prohibiting these injections until the Board adopted rules, which the resolution argues violates Article IX of Hawaii's Constitution.
