Requests the Hawaii Judiciary to report on the use and extent of judiciary boards and their public participation practices, related to proposed amendments to the Sunshine Law (HRS Chapter 92).

Requires the Judiciary to identify all judicial branch boards existing since January 1, 2001, and provide information on meeting frequency, public participation levels, notice and agenda practices, and public testimony opportunities.

Mandates the report detail which boards exclude the public from meetings, identify participating members, and provide justifications for any public exclusion.

Requests the report include copies of all reports created by identified boards and their findings and recommendations regarding implementation of proposed Sunshine Law amendments.

Requires the Judiciary to submit the report to the Legislature no later than twenty days before the convening of the Regular Session of 2011.
