Urges the Governor to designate a state agency to renegotiate long-term leases on Mokauea Island, a ten-acre Hawaiian fishing village in Keehi Lagoon, Oahu, with current residents and their lineal descendants.

Lease terms not to exceed sixty-five years for residents who have continuously resided on the island since July 25, 1978, under the original state lease with the Mokauea Fishermen's Association.

Requires lessees to participate in an educational center teaching traditional methods of self-sustaining Hawaiian fishing villages as consideration for the state-granted leases.

Directs the state agency to establish a monitoring system and enforcement mechanism to ensure lessee compliance with educational program participation requirements.

Establishes the Mokauea Island Advisory Committee with representatives from the state agency, Mokauea Fishing Village Association, Kai Makana, Native Hawaiian Legal Corporation, and the Office of Hawaiian Affairs Board of Trustees to oversee management and provide guidance.
