Requests convening of a task force to recommend a process for creating a Citizen Road Watch program in Hawaii to address speeding-related traffic fatalities and accidents.

Task force to be composed of 10 members including one senator, one representative, representatives from the Department of Transportation, Honolulu Department of Transportation Services, City and County Prosecutor, Public Defender, Honolulu Police, Oahu Metropolitan Planning Organization, and two Oahu Neighborhood Board representatives.

References successful Neighborhood Speed Watch programs in Arizona, Florida, Maryland, Utah, Washington, and Ontario, Canada that train residents to use radar equipment and collect speed data in neighborhoods.

Program participants would record speeding vehicle information and license plates, sending notices to vehicle owners to encourage compliance with posted speed limits.

Task force required to submit findings and recommendations to the Legislature no later than 20 days prior to the start of the 2011 Regular Session.
