Requests the Auditor to review all federal health care reform legislation passed by Congress and its potential effects on Hawaii's Prepaid Health Care Act.

Directs the Auditor to determine whether the Hawaii Prepaid Health Care Act can be expanded to cover more people or provide additional benefits under existing federal laws and any new federal health care reform laws.

Directs the Auditor to assess whether the current exemption from the Employment Retirement Income Security Act of 1974 requires modification to permit expanding coverage or benefits.

Requires the Auditor to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2011 Regular Session.
