Encourages the Department of Education to expand implementation of the Offer Versus Serve (OVS) concept to all public schools in Hawaii to reduce food and milk waste.

OVS allows students to choose a minimum of three out of five required meal components, reducing waste while providing nutritious lunch options.

Federal law requires schools participating in the National School Lunch Program to offer fluid milk in various fat contents, though much milk is currently discarded uneaten.

OVS implementation is mandatory only for senior high schools under federal law, but the Department of Education issued a memorandum in 2008-2009 encouraging all middle and elementary schools to also implement the concept.

Requests the Department of Education submit a report to the Legislature on the status of OVS expansion to all public schools no later than twenty days before the 2011 Regular Session.
