Requests the State Auditor to conduct a sunrise review of resident manager registration and assess whether regulatory measures are consistent with Hawaii Revised Statutes section 26H-2 policies.

Addresses the lack of government regulation or oversight of resident managers who have access to buildings, individual units, and enforce house rules for condominiums, cooperative housing corporations, and planned unit developments.

Directs the Auditor to evaluate alternative regulatory frameworks in addition to the proposed registration requirements with the Real Estate Commission.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Mandates transmittal of the resolution to the Auditor, Real Estate Commission, and Director of Commerce and Consumer Affairs.
