Expresses legislative support for locally-based pharmacy and therapeutics committees to make decisions on drug formulary and prior authorization policies for all health insurance plans operating in Hawaii, including those contracted with Hawaii Med-QUEST

Requires that at least two committee members represent the Hawai'i Employer-Union Health Benefits Trust Fund (EUTF) and that at least 70 percent of committee membership comprise Hawaii-licensed physicians and pharmacists actively practicing within the state

Addresses concerns that out-of-state pharmacy benefit managers making these determinations lack accountability to Hawaii physicians, pharmacists, and patients and create unreasonable administrative burdens that discourage physicians from accepting certain health insurance plans

Directs transmission of certified copies of the resolution to the Insurance Commissioner, EUTF Board of Directors, and the Director of Commerce and Consumer Affairs
