Authorizes the Board of Land and Natural Resources to cancel the current non-exclusive easement (S-5252) held by the Lakala Trust for state submerged land in Lahaina, Maui, and issue a new term non-exclusive easement.

Enables the Lakala Trust to refinance its property mortgage by extending the easement beyond its May 24, 2012 expiration date and continue maintenance of wooden decks and concrete piers.

Urges the Department of Education to continue the Lahainaluna High School boarding program, which provides residential accommodations for students from neighbor islands and remote Maui areas.

Directs the Department of Education to establish a Lahainaluna Boarding Program Working Group with named stakeholder representatives to evaluate the program and submit findings and recommendations to the Legislature.

Requires certified copies of the resolution be sent to the Governor, Board of Education Chairperson, Education Superintendent, Lahainaluna High School Principal, and Lakala Trust Trustee.
