Urges the Hawaii Health Systems Corporation to adopt recommendations from the December 2009 Comprehensive, Independent Review and Evaluation report completed by Stroudwater Associates.

Directs the Hawaii Health Systems Corporation to draft and submit legislation to the 2011 Hawaii State Legislature based on the audit findings, addressing financial peril and infrastructure concerns.

Recommended legislative actions include converting Hawaii Health Systems Corporation to a private non-profit 501(c)(3) corporation, identifying a capital and operating partner, maximizing operational efficiencies, and restructuring governance and leadership.

Notes that Hawaii Health Systems Corporation serves 400,000 annual patients across thirteen facilities spanning five islands and has received $649.2 million in subsidies over fifteen years.

Directs certified copies be transmitted to the Director of Health, Director of Budget and Finance, and Hawaii Health Systems Corporation leadership and regional board chairs.
