Authorizes the sale of 156 square feet of state reclaimed land located at Kaalaea, Koolaupoko, Oahu to Joseph and Stephanie Phillips for private property purposes.

The parcel was discovered in 2001 during the Kaneohe Bay Piers Amnesty Program and has been held under a 55-year easement agreement requiring the Phillips to maintain commercial insurance.

Appraised value of the parcel is $11,550; the Phillips assert that insurance costs exceed the property's value and desire to own it in fee simple to pass to future generations with fewer encumbrances.

The Board of Land and Natural Resources approved the sale in 2007; the Committee on Water, Land, Agriculture, and Hawaiian Affairs concurs with the measure's intent and recommends referral to the Committee on Ways and Means.
