Authorizes the Board of Land and Natural Resources to sell state reclaimed land (Tax Map Key 4-4-21:54) in Kaneohe, Oahu to Robert A. and Gretchen M. Gould for $2,800 (212 square feet) and to the Lewis L. Schreiner Trust and Mary Jane Schreiner Trust for $33,300 (1,842 square feet) at appraised values.

Prohibits the sale at no cost (gratis) of state reclaimed land (Tax Map Key 4-4-21:20) to the City and County of Honolulu for beach right-of-way purposes, requiring an appraisal first per Hawaii Revised Statutes section 171-64.7.

Urges the Board of Land and Natural Resources to offer the Office of Hawaiian Affairs a right of first refusal to purchase the subject properties if needed to preserve the ceded lands corpus.

The reclaimed land was developed from a channel-dredging project in Kaneohe Bay and was originally set aside for a park that was never developed due to lack of sandy beach.
