Authorizes the sale of state lands at Hanapepe, Waimea on Kauai for residential purposes.

Relates to a 1993 public auction where Robert E. Farlander successfully bid $107,000 for the parcel and completed installment payments with 8 percent interest by June 30, 1998.

Committee believes the measure may be unnecessary since deed issuance is a ministerial matter under Hawaii Revised Statutes section 171-64.7, but adopts it in abundance of caution since the landowner has fulfilled all obligations.

Committee expresses concern about setting a precedent by approving the measure solely for cautionary reasons without clear legal justification.

Recommends referral to the Committee on Ways and Means.
