Make mandatory the Department of Public Safety's existing program for preparing soon-to-be-released incarcerated parents to address life issues upon reentry.

Enhance the program to include training on renewing contacts with children and family caregivers, preventing conflict with those raising their children, and preparing to assume parental responsibility.

Require the Department of Public Safety to inform incarcerated parents at intake of their responsibility to contact the court regarding child support obligations and to notify the court of their inability to pay due to incarceration.

Direct the Department of Public Safety to submit a report to the Legislature on implementation actions no later than twenty days before the 2011 Regular Session convenes.

Send certified copies of the resolution to the Directors of Public Safety, Health, and Human Services, plus County and State aging officials and the Community Alliance on Prisons.
