Department of Health must conduct an audit of the Mental Health Transformation State Incentive Grant awarded to Hawaii by the Substance Abuse and Mental Health Service Administration on September 30, 2006.

Grant provided over $2,000,000 per year for five years to transform mental health services including prevention, intervention, and recovery through comprehensive mental health planning.

Audit must determine how grant moneys have been spent and for what purposes, with the grant ending September 29, 2011.

Department of Health must submit audit findings to the Legislature no later than twenty days before the 2011 Regular Session convening.

Certified copies of the resolution must be transmitted to the Director of Health and Mental Health America of Hawai'i.
