Designates the Senate Human Services Committee as an investigative committee to examine contested child custody proceedings where family violence has been alleged by a parent.

Directs investigation into the use and application of Hawaii Revised Statutes Section 571-46, which addresses family violence considerations in custody cases.

Finds that approximately half of men who batter partners also abuse children, and that joint custody and parenting plans are inappropriate for families with violent histories.

Notes that HRS 571-46 is underutilized because judges must first make a finding of domestic violence before the statute can be applied.

Recommends referral to the Committee on Judiciary for further consideration.
