Requests the Hawaii Community Development Authority (HCDA) to review the status and adequacy of workforce housing in the Kakaako Mauka area, bounded by Piikoi Street, Ala Moana Boulevard, Punchbowl Street, and King Street.

HCDA review must include analysis of existing housing mix, costs, availability, planning policies, zoning practices, rental housing needs, and building code barriers to workforce housing development.

HCDA must recommend legislative changes to building and zoning codes, identify funding sources and labor resources for housing modifications, and propose amendments to licensing requirements for apprentices and volunteers.

HCDA must evaluate mechanisms for training personnel to assess and recommend structural modifications to existing structures, including identification of current agencies conducting assessments and feasibility of training programs in local educational institutions.

HCDA report with findings and recommendations must be submitted to the Legislature no later than twenty days prior to the 2011 Regular Session, with state and county building and zoning councils assisting in the review.
