Requests the State Auditor to conduct a financial and program audit of the Employer-Union Health Benefits Trust Fund's maintenance mail order prescription drug program that became effective July 1, 2009.

Requires the audit to examine the portions of the health benefits plan affecting active employees and non-Medicare eligible participants who must purchase maintenance medications through a Florida-based mail order pharmacy after three thirty-day fills or one ninety-day fill at a local retail pharmacy.

The maintenance mail order program allows participants to receive up to a ninety-day supply of prescription medication for one mail order co-payment and is estimated to cause at least a five percent revenue loss to local retail pharmacies.

Directs the State Auditor to submit findings, recommendations, and any proposed legislation to the Legislature not later than twenty days prior to the convening of the Regular Session of 2011.
