Approves fee simple sale of non-ceded lands owned by the University of Hawaii situated around the proposed University of Hawaii-West Oahu campus in Kapolei.

Exempts the University of Hawaii from procedural requirements of Act 176 (Session Laws of Hawaii 2009) that require prior legislative approval by concurrent resolution for state land sales.

Authorizes land sales to raise funds for campus construction that must accommodate at least 2,750 students and begin by December 31, 2011, or the lands revert to the Campbell Estate.

Directs certified copies of the resolution to be transmitted to the Chairperson of the Board of Regents of the University of Hawaii and the President of the University of Hawaii.
