Requests the Director of Commerce and Consumer Affairs to establish a task force to examine contractor licensing laws and simplify Hawaii's contractor licensing structure under Chapter 444 of the Hawaii Revised Statutes.

Task force membership consists of five representatives each from the General Contractors Association of Hawaii and Building Industry Association of Hawaii, five from the Subcontractors Association of Hawaii, the Executive Officer of the Contractors License Board, one board member representing general contractors, one representing subcontractors, and the State Procurement Office Administrator or designee.

Addresses concerns that the complexity and large number of contractor specialty licenses causes confusion and costly delays for individuals, businesses, and state and county agencies.

Requires the task force to review contractor licensing structures in other states and develop recommendations for significantly reducing the number of contractor classifications in Hawaii.
