Requests the Governor to amend Executive Order No. 3665 to change the designation of 193.547 acres of public land from a golf course (North Kona Golf Course) to a regional park for West Hawaii residents

The land is associated with the "Kailua-Old Airport State Park" Development, also known as Makaeo Park, which underwent community planning sessions with Kona stakeholders

The regional park is needed to serve the planned Urban Expansion District of Kealakehe and Keahuolu, which will include 5,000 single and multi-family housing units with an expected population of 17,500 to 20,000 residents

Community participants unanimously agreed the development should accommodate spectator sports activities and preserve uninterrupted green space, beach access, and shoreline activities

The proposed park would serve as a venue for state, national, international, and world sporting events while promoting team sports, community spirit, and economic sustainability
