Urges the Department of Land and Natural Resources to adopt and enforce rules banning shark feeding operations in Hawaii's state marine waters (within 3 nautical miles of shore).

Prohibits commercial use of shark cages or devices designed to place humans in close proximity to sharks for feeding purposes.

Prohibits shark tour operators from using public harbors and facilities, including parks, piers, docks, and ramps, for shark cage operations.

Prohibits transportation of commercial shark feeding cages through state waters and requires stringent enforcement of existing shark feeding prohibitions.

Directs DLNR to recommend statutory revisions to the Legislature if unable to adopt rules, to strengthen enforcement and penalties for shark feeding violations.
