Requests the Department of Land and Natural Resources to establish "Malama o ke Kahakai," a public service program for volunteers to pick up litter and debris from Hawaii's beaches.

Directs the department to coordinate with community groups, churches, and businesses to adopt beaches and commit to cleaning them at least four times per year.

Requires the department to provide trash bags and safety information to volunteers, remove filled bags from beaches, and remove heavy or hazardous items.

Directs the department to erect signs recognizing volunteer groups' cleaning efforts on adopted beaches.

Requires the Department of Land and Natural Resources to report on program progress to the Legislature no later than twenty days before the 2011 Regular Session convenes.
