Urges the Board of Naturopathic Medicine to adopt rules allowing naturopathic physicians licensed before January 1, 2010, to perform parenteral therapeutics including intramuscular, subcutaneous, and intravenous injections.

Directs the Attorney General, Director of Commerce and Consumer Affairs, and Board of Naturopathic Medicine to remove restrictive language from the naturopathic formulary that prohibits prescription, administration, and dispensing of injectable items.

Requests amendment of the naturopathic formulary to include prescription, administration, and dispensation of formulary items and publication of updated formulary reflecting these changes.

Asserts that injection is a natural procedure and that naturopathic schools train students in parenteral therapeutics techniques covered in state licensing examinations.

Contends that the current prohibition on parenteral therapeutics by licensed naturopathic physicians creates a health care crisis and violates Article IX of the Hawaii Constitution.
