Requests the Hawaii Judiciary to report on the use and extent of judicial branch boards as defined under proposed amendments to the Sunshine Law (chapter 92, Hawaii Revised Statutes).

Requires the Judiciary to identify all judicial boards that exist, existed, or were established since January 1, 2001, and provide meeting frequency data for each board.

Mandates reporting on public participation levels in board meetings, including membership by laypersons, notice and agenda availability, and opportunities for public testimony and data submission.

Requires explanation of which boards exclude the public from meetings, including identification of participants and justification for public exclusion.

Report must be submitted to the Legislature no later than 20 days before the 2011 Regular Session convening, with copies transmitted to legislative leadership, judiciary leadership, and the Administrative Director of the Courts.
