S.R. No. 117 - Mokauea Island; Long-Term Leases

• Urges the Governor to designate a state agency to renegotiate long-term leases on Mokauea Island, a 10-acre Hawaiian fishing village in Keehi Lagoon, with current residents and their lineal descendants who have continuously resided there since July 25, 1978.

• Lease terms not to exceed 65 years in duration, with lessees required to participate in an educational center teaching traditional Hawaiian fishing village methods and practices.

• Requests the state agency establish a monitoring system and enforcement mechanism to ensure compliance with lease agreements and educational participation requirements.

• Directs creation of the Mokauea Island Advisory Committee comprising representatives from the state agency, Mokauea Fishing Village Association, Kai Makana, Native Hawaiian Legal Corporation, and the Office of Hawaiian Affairs Board of Trustees to oversee lease management and lessee obligations.

• Requires transmission of certified resolution copies to the Governor, Office of Hawaiian Affairs, Mokauea Fishing Village Association, Kai Makana, and the Native Hawaiian Legal Corporation.
