Requests the University of Hawaii provide a written accounting and report to the Legislature no later than 20 days before the 2011 Regular Session convening regarding viewing time and value received from Mauna Kea telescopes and facilities.

Requires documentation of total viewing time provided to UH and all associated personnel, employees, faculty, and researchers for each telescope and astronomical facility by year since 2007.

Mandates a determination of the financial value per night or per hour of all viewing time received for each facility by year since 2007.

Requires a comprehensive list of all value received by UH related to each Mauna Kea facility since 2007, including viewing time, financial compensation, quid pro quo exchanges, and other benefits.

Requests submission of copies of all contracts, working agreements, and other agreements UH entered into for facility use since 2007, and a plan of action for a self-sustaining model that meets community obligations while preserving Mauna Kea lands.
