Requests the Auditor review all federal health care reform legislation passed by Congress and its potential effects on the Hawaii Prepaid Health Care Act.

Directs the Auditor to determine whether the Hawaii Prepaid Health Care Act may be expanded to cover more people or provide more benefits under existing federal laws, including the Employment Retirement Income Security Act of 1974 and any new federal health care reform laws.

Requires the Auditor to assess whether the current exemption for the Hawaii Prepaid Health Care Act from the Employment Retirement Income Security Act of 1974 needs modification to permit expanding coverage or benefits.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Senate no later than twenty days before the Regular Session of 2011 convenes.
