Affirms support for a proposed Parental Rights Amendment to the U.S. Constitution that would establish parental rights to direct children's upbringing and education as a fundamental constitutional right.

Urges the U.S. Congress to propose the amendment to the states for ratification, citing confusion created by the 2000 Supreme Court decision in Troxel v. Granville regarding the enforceability of parental rights.

The proposed amendment would prohibit the United States and states from infringing on parental rights without demonstrating a governmental interest of the highest order and would prevent international law from superseding these rights.

Directs transmission of the resolution to the President, Congress leadership, state legislatures, and parental rights organizations including the Parental Rights Organization and Generation Joshua in Hawaii.
