Urges United States Congress to pass comprehensive clean energy, jobs, and climate change legislation that promotes energy security, creates jobs, and positions the U.S. as an international leader in clean energy.

Requests that federal legislation include a unified framework for reducing greenhouse gas emissions, protection for low and moderate income Americans from increased energy costs, substantial investments in energy efficiency, and support for alternative energy sources including wind, solar, wave, hydroelectricity, and biofuels.

Emphasizes that national clean energy and climate legislation must not preempt state legislative efforts to control carbon emissions and advance clean energy innovations, preserving states' rights to set their own renewable energy standards.

Cites economic and security benefits of clean energy transition, including reducing U.S. dependence on foreign oil, supporting job growth in the clean energy sector, and addressing climate change consequences.

Directs that certified copies of the resolution be transmitted to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and Hawaii's congressional delegation.
