Requests the Hawaii Senate President and Speaker of the House to establish the Committee on Transitioning the Hawaii Health Systems Corporation to study and plan structural improvements to the Hawaii Health Systems Corporation.

Committee shall examine all viable organizational options beyond the Stroudwater Study to make the Hawaii Health Systems Corporation respond more efficiently to island communities' health care needs.

Committee membership includes representatives from Hawaii Health Systems Corporation employees, Hawaii Government Employees Association, United Public Workers, and community members.

Requires the Committee to advertise and hold public meetings to gather input from communities and regions served by Hawaii Health Systems Corporation.

Addresses the Hawaii Health Systems Corporation's unsustainable reliance on government subsidies and the State's fiscal capacity constraints.
