Urges the Procurement Policy Board to develop criteria and recommendations for implementing an environmentally preferred purchasing policy for the State of Hawaii.

Requires the Procurement Policy Board to submit a report to the Legislature no later than twenty days before the 2011 Regular Session convening with findings, recommendations, and any proposed legislation.

Identifies specific environmental purchasing priorities including ENERGY STAR fluorescent bulbs that use 75% less energy than incandescent bulbs, recyclable and biodegradable products, and high-efficiency vehicles to reduce greenhouse gas emissions.

Recognizes Hawaii's commitment to the Clean Energy Initiative and notes that state government's substantial purchasing power can minimize negative environmental impacts by buying from environmentally-conscious manufacturers and vendors.

References successful environmentally preferred procurement policies implemented by the federal government, cities including Santa Monica and Berkeley, California, and Arizona State University.
