Requests the Legislative Reference Bureau to study interim amendments to Hawaii Administrative Rules adopted since January 1, 2003, relating to construction contracts under the Hawaii Public Procurement Code to determine if they conflict with the code's letter or spirit.

Directs the Legislative Reference Bureau to examine the feasibility and advisability of requiring the Procurement Policy Board to provide timely notice to trade unions or trade associations when adopting interim rules.

Requires the Legislative Reference Bureau to submit its findings to the Legislature no later than twenty days before the convening of the 2011 Regular Session.

Requests the State Procurement Office to provide full cooperation and support to the Legislative Reference Bureau in conducting the study.

Seeks to ensure that interim rulemaking actions comply with the Hawaii Public Procurement Code's goal of awarding contracts to the most qualified offerors providing the best value.
