Requests that funds be made available and released to enable the Hawaii Public Housing Authority to implement a tenant monitor program through resident manager positions.

Authorizes resident managers to address emergency repairs and security issues, serve as primary contacts for the Hawaii Public Housing Authority, and communicate with police officers when disturbances occur at public housing projects.

Allows the Hawaii Public Housing Authority to reallocate funds currently designated for security in public housing projects to establish the resident manager positions needed for the program.

Directs that certified copies of the resolution be transmitted to the Executive Director of the Hawaii Public Housing Authority, the Governor, and the Director of Finance.
